To use a radio device in Japan, it must have the Japanese Technical Conformity Mark, commonly called the Giteki mark.
If you possess or use a radio without this mark, it is a violation of Japan’s Radio Act.
In such cases, you may face up to one year in prison or a fine of up to 1,000,000 yen.
If the radio interferes with important communications—for example, disaster-prevention systems, emergency medical radios, or fire-department radios—the penalties are even stronger: up to five years in prison or a fine of up to 2,500,000 yen, and even attempted interference can be punished.
Many radio systems commonly used outside Japan—such as
- FRS (Family Radio Service)
- GMRS (General Mobile Radio Service)
- UHF-CB (Ultra High Frequency – Citizen Radio)
- PRS (Personal Radio Service)
- 448 MHz FRS
- Public 409 MHz channels
- 低攻率無線
- Short Range portable radios
—do not meet Japanese standards.
Because they cannot receive a Giteki mark, all of them are illegal to use in Japan.
These non-approved radios can also cause serious problems, including interference with disaster-prevention systems, emergency medical communication, and even TV broadcasts.
In fact, there have already been many cases where ambulance communication was disrupted.
So, what kind of radio is effective and legal in Japan, especially in mountain areas?
The answer is 【digital kan-i Musen (5W output)】 with a Giteki mark.
However, using these radios requires a notification to the Ministry of Internal Affairs and Communications, and the approval process usually takes about one month.
This is not practical for international visitors who come to Japan for backcountry skiing, hiking, or sightseeing.
